“Strategic planning is any short-term process designed to take advantage of strategic opportunities that results in a plan for concrete actions or programs.”

The Comprehensive Plan (The Semi-Truck)

The American Planning Association defines the comprehensive plan in Planning and Urban Design Standards, 1st Edition (often called the “Blue Book”) as:

“The comprehensive plan is the adopted official statement of a local government’s legislative body for future development and conservation. It sets forth goals; analyzes existing conditions and trends; describes and illustrates a vision for the physical, social, and economic characteristics of the community in the years ahead; and outlines policies and guidelines intended to implement that vision.”

That definition is formal — and that is intentional.

In plain language, the comprehensive plan is the community’s long-term blueprint. It is adopted by the governing body. It looks ten to twenty years ahead. Hot Days: Las Vegas’ Blaze vs. Orlando’s Long Heat

Las Vegas tops the charts with about 136 days above 90°F each year, compared to Orlando’s 101. But here’s the twist: Orlando spreads its heat over more months — often from March through October, sometimes even November.

In Henderson, just outside Las Vegas, my brother-in-law’s dog Emma wears summer shoes on her walks — a reminder that in both cities, paws and people alike need protection from the heat.

Las Vegas concentrates its furnace-like season between late April and early October — shorter, but more intense. Orlando’s heat isn’t as fierce, but it drags on much longer.

In short:

• Las Vegas = hotter, more intense bursts

• Orlando = extended heat across more months

Either way, both cities push well past comfort thresholds. According to NOAA, prolonged activity in heat indexes above 90°F can lead to cramps, exhaustion, or even heat stroke — making shade and hydration non-negotiable.

Las Vegas tests you with shorter bursts of extreme heat, while Orlando wears you down with its long, humid stretch. Different styles of discomfort, but the same truth: summers are tough in both places.

Round 3: Orlando wins. Fewer days cross the 90°F line, though humidity often makes its “feels like” summer just as punishing as Las Vegas’ furnace blast.

Ideal Temperatures (66–85): Las Vegas’ Dry Edge vs. Orlando’s Humidity

Most people agree the sweet spot is 66–85°F — warm enough to enjoy, not so hot you dash for shade or AC.

On paper, Orlando seems like the clear winner. Many of its monthly highs fall neatly in this range, and when I first moved from France to Florida, the charts promised perfect weather in the 70s and 80s. In reality, humidity turned many of those “ideal” days into steam baths. Only later, studying geography, did I understand why.

But numbers alone don’t tell the whole story. A dry 85°F in Las Vegas can feel fine, while the same number in Orlando with high humidity feels oppressive. When we adjust for humidity using the heat index, the picture changes:

Suddenly, many of Orlando’s “ideal” months disappear. Las Vegas may run hotter overall, but its dry air preserves more truly pleasant days.

Round 4: Las Vegas wins. Its lower dew points mean that more days stay in the comfort zone once humidity is factored in.

Final Verdict: Is Vegas’ Dry Heat or Orlando’s Humidity More Livable?

On the four main measures — rain, freezes, hot days, and ideal days — Las Vegas and Orlando finish in a tie. Each city wins at least once.

Which feels better depends on what bothers you most. If humidity is the dealbreaker, Las Vegas pulls ahead. If freezing nights are the problem, Orlando wins. And if you’ve ever argued with family about where to set the thermostat, you know comfort is personal.

Both cities offer escapes when the weather turns harsh: Las Vegas locals retreat to Mount Charleston, while Floridians cool off in natural springs that stay 72°F year-round. In Florida, afternoon thunderstorms can be a curse or a blessing — breaking the day’s heat if they arrive late, or turning it into a steam bath if the sun returns too soon.

And underlying it all is moisture. Lower dew points give Las Vegas more truly comfortable days, while higher dew points in Florida make heat feel hotter and cold feel colder.

The desert oven may scorch, the Florida sauna may suffocate — but in the end, the “better” climate depends on what you’re willing to live with.

Personally, I lean toward the dry climate—mornings and evenings in Las Vegas feel easier. But living in Florida, I can’t help but love the afternoon thunderstorms: the roar of thunder, the wall of rain, the sudden drop in temperature. For a moment, it feels as if time stops and nature takes command of the stage — the same pull that once got me in trouble as a kid for staring out the classroom window when a storm rolled in.

As the saying goes, Russia with Ukraine is a superpower, but not without it. Geography alone doesn’t decide the fate of nations, but it defines their potential. Ukraine’s geography is a paradox: a land rich in ports, rivers, farmland, and minerals, yet one that has rarely enjoyed the stability to turn these assets into lasting power. Other nations, like Singapore, show how leadership can transform even limited geography into global strength — a lesson Ukraine could follow.

Today, as the war enters its fourth year, Ukraine’s fight is for both sovereignty and the right to direct its own economic destiny.

Geography’s blessing and curse

As British geographer Halford Mackinder argued in 1904, “Who rules East Europe commands the Heartland; who rules the Heartland commands the World Island; who rules the World Island commands the world.” Ukraine lies on the western edge of this “Heartland,” where Eurasia’s resources and trade routes converge — a prize and battleground for centuries.

A historical crossroads

Ukraine’s fate is shaped by its position between the Eurasian steppe and Europe’s heartland. Flat, fertile, and open, it has long been a corridor for traders, armies, and empires:

• Attila the Hun swept through in the 5th century.

• Goths and other tribes used it as a staging ground.

• Turks and Tatars raided from the Black Sea coasts.

• Hitler invaded in 1941 for its farmland, Europe’s “breadbasket.”

• Stalin collectivized agriculture, using grain as weapon and pride.

• In 2022, Putin launched a full-scale invasion to pull Ukraine into Moscow’s orbit — a moment many see as the return of history.

The war’s outcome remains uncertain, clouded by the fog of war and the unpredictable forces of politics, economics, and resilience. Across these centuries, Ukraine’s geography — especially its fertile soil, warm-water ports, and river systems — has made it worth taking. But the same openness that made it valuable has also made it hard to defend.

Ports: Ukraine’s maritime lifelines

Ukraine’s economic reach hinges on its ports — Odesa, Mykolaiv, Kherson, Mariupol, and Sevastopol — long gateways for grain, steel, and goods.

The Black Sea isn’t just a body of water — it’s a conduit to the Mediterranean, Suez Canal, and global markets.

Control of these ports is control over Ukraine’s economic oxygen. That’s why the 2023 collapse of the Black Sea Grain Initiative sent shockwaves far beyond the region, threatening food security from Egypt to Somalia.

Rivers and rails: The inland arteries

The north–south Dnieper River is both a natural barrier and a navigable trade route linking farms and factories to the sea. Historically, grain could reach Black Sea ships in days.

Ukraine’s Soviet-era rail network once tied it to Russia; new links now connect to EU gauges, shifting trade west.

Agriculture and minerals: The breadbasket and beyond

Ukraine’s black earth ranks among the world’s richest, yielding wheat, corn, and sunflower oil.

I remember a friend who had visited Ukraine telling me how the soil was so dark it looked like pure earth in her hands. That image stuck with me — land so blessed with fertility, yet so often scarred by conflict. It’s a reminder that for all Ukraine’s raw potential, its lack of defensible borders has repeatedly kept it from becoming the economic powerhouse its geography promises. This tension between rich resources and vulnerable frontiers runs through Ukraine’s history. Beneath its soil lie iron ore, natural gas, and rare earth minerals that could form the backbone of diversified, high-value economy.

The deeper truth

Ukraine’s geography is a double-edged sword. This paradox is visible in Ukraine’s GDP over the last three decades. Periods of stability have brought growth, but crises and wars have sent GDP plunging.

The very features that could make it a prosperous, self-reliant nation also make it a prize for others to seize. This is the essence of its blessing and curse:

• Blessing: With open ports, flowing rivers, and planted fields, Ukraine could be a major logistics hub feeding millions and fueling industries worldwide.

• Curse: Its openness leaves every gain vulnerable. From Attila to Putin, armies have passed through, partitioned, or plundered it.

For Russia, a Ukraine that prospers as a NATO-leaning democracy is more than a lost buffer — it showcases prosperity and independence right on its doorstep. Realists like John Mearsheimer contend NATO expansion triggered Russia’s reaction (Why the Ukraine Crisis Is the West’s Fault, 2014). Yet this focus on great-power politics misses Ukraine’s central dilemma: geography grants it vast economic potential but also traps it in a cycle of domination. Fertile soil and warm ports make it too valuable for empires to ignore — and too exposed to ever escape their reach.

That is why this war is not just about lines on a map. It is about whether Ukraine can finally break the historical cycle that has kept it from turning raw geographic potential into lasting economic power.

What We Should Take From This

The outcome in Ukraine will shape more than its own future. As Francis Fukuyama argued in 1989, liberal democracy as the “end of history” faces a stark reminder here: in 2022, history returned. The Russian bear’s invasion marked the end of Pax Americana — the post–Cold War order dominated by U.S. power — and ushered in a new era where great powers once again contest spheres of influence. This struggle is not only economic but civilizational. Russia may appear European, yet at its core it is Eurasian — a hybrid of East and West. That dual identity makes it an enigma to Europeans and helps explain why Western assumptions so often misread Moscow’s moves.

Even the dragon is watching — China measuring how the West responds and drawing its own lessons for the global order (read more in What If China Is Just Getting Started?). We are living through what the Chinese proverb calls “interesting times.” It is an age when history accelerates, assumptions collapse, and maps of power are redrawn.

In 1987, Ukraine’s GDP per capita was higher than Singapore’s. Today, the roles are reversed many times over. Geography gave Ukraine more resources, but Singapore — resource-poor yet strategically located — used disciplined leadership, stable governance, and a culture of long-term planning to become a global hub.

Ukraine could follow a similar path by investing in infrastructure and resilience to leverage its ports and farmlands. This is why “geography is not destiny”; leadership and vision can transform even the smallest foothold into world-class prosperity. Geography is the foundation, but without leadership and a culture of stability and trust, even the most favorable location can fail to reach its potential.

Yet this war is not only about maps or economic corridors. It is also about meaning — land, borders, and belonging. Behind every statistic are millions displaced, families who have lost homes, jobs, and loved ones. Infrastructure lies in ruins, and communities remain in crisis.

Fire in a Changing West

Wildfires in the American West are burning hotter, longer, and with greater destruction than generations ago. Nearly a century of fire suppression has created dense, flammable forests, while drought and rising heat compound the risk. Recent events such as the Gifford Fire in California and the Dragon Bravo Fire in the Grand Canyon show how steep slopes, rugged ridges, and dry vegetation make suppression especially challenging. In such terrain, understanding topography is as important as firefighting equipment when planning safe, effective strategies. Yet the solution may not rest solely in more bulldozers, watchtowers, or even advanced AI — it may lie in ancient practices that worked with the land instead of against it.

For thousands of years, Native Americans used fire to shape resilient, diverse landscapes. According to The Tribal Wildfire Resource Guide, this “Indian-type fire,” a form of intensive land management in which areas are treated in a variety of ways over time to create a mosaic of forests and grasslands, rather than uniform monocultures. The result is a diverse landscape of open prairie or savanna, shrubland, young trees, mature stands, and old-growth forest. These patterns reduced the likelihood of catastrophic wildfire while sustaining cultural resources. Organizations like Wildfire Risk to Communities note that Indigenous-led fire stewardship remains a vital tool today, blending cultural tradition with modern fire science.

Elevation shapes fire as much as climate does. Riding the gondola up Sandia Peak overlooking Albuquerque, New Mexico, you can watch the landscape change in real time — from the dry, pinyon–juniper woodlands of the lower slopes, to the fire-adapted ponderosa pine belt, and finally into the cooler, denser mixed conifer forests near the summit. Each zone has its own rhythm of fire and recovery, and Indigenous fire stewardship adapted to these differences. The higher you climb, the less frequent the fires, but when they do come, they tend to burn hotter and over larger areas.

The Majestic Ponderosa Pines

Many drought-hardy species are also naturally adapted to survive — and even benefit from — fire. Ponderosa pine, with its thick bark, can withstand low-intensity burns. Shortleaf pine can resprout from its base after fire. Some trees, like lodgepole pine and giant sequoia, even require fire’s heat to release their seeds. Beneath the ponderosa pines of northern Arizona, the Milky Way arches overhead — a reminder that these time-tested survivors share the same land and sky that sustain us. Such resilience is no accident. Many Native traditions deliberately maintained forests like these through regular, controlled burns.

Traditional Fire: Purpose and Practice

In many regions, tribes burned every few years to create a patchwork of habitats, which boosted biodiversity and kept fuel loads low. Fire was a tool for hunting, agriculture, pest control, range management, and water stewardship. These burns were not destructive acts, but deliberate interventions that balanced ecological health with cultural needs.

Modern ecological science confirms these benefits. Low-intensity prescribed burns reduce hazardous fuels, stimulate growth of fire-adapted plants, and improve soil health. The parallels between these traditional practices and today’s resilience goals are striking.

Restoring the Balance: Trees as Living Infrastructure

When paired with the right tree species, cultural burning becomes part of a larger system of green infrastructure. Trees like ponderosa pine, shortleaf pine, lodgepole pine, giant sequoia, and pinyon pine have evolved to thrive in fire-prone, often drought-stressed landscapes.

Mass plantings of native, drought-hardy species can stabilize soils, shade the land, and capture scarce rainfall. Combined with seasonal burns, these plantings create landscapes that are both fire-resilient and water-wise.

A Lost Partnership Between People and the Land

What if the Western wildfire crisis is not just the result of climate change and a century of suppression, but also an unintended consequence of disrupting a special ecosystem — one where people and land worked in harmony? For millennia, Native Americans practiced cultural burning that kept fuel loads in check, nurtured fire-adapted trees like the ponderosa and giant sequoia and created patchwork landscapes rich in biodiversity. These burns were not random; they followed the natural rhythm of the seasons and the needs of the land. When Indigenous peoples were forced from their homelands and these practices were outlawed, that rhythm was broken. Without the regular, low-intensity fires that maintained balance, fuels accumulated, forests grew denser, and today’s megafires found the conditions they needed to thrive.

Fire, Forests, and Water: A Linked System

The Dragon Bravo Fire on the Grand Canyon’s North Rim showed how wildfire can threaten more than forests — it can endanger water supplies. The North Rim is part of the Colorado River watershed, which sustains 40 million people according to the United States Bureau of Reclamation (USBR). A burned forest canopy can reduce snowpack retention and allow ash to contaminate downstream water.

Lessons from the Great Green Wall

According to the Great Green Wall Initiative, the project demonstrates the power of combining local ecological knowledge with strategic planting to restore degraded landscapes and build resilience. In the U.S. West, similar lessons apply: Indigenous-led fire stewardship and native tree restoration show how cultural knowledge can strengthen resilience. From Suppression to Stewardship

Fire policy is shifting from a century of suppression toward a more balanced approach — much like floodplain management evolved from pure levee-building to integrated zoning and open space preservation. The Tribal Wildfire Resource Guide handbook notes that prescribed burning, fuel reduction, and Indigenous fire stewardship are now recognized as essential to long-term forest health.

How You Can Support This Shift

Ask yourself: How is your community planning for wildfire? Could cultural fire be part of your city’s toolkit, the way floodplain zoning is part of flood policy? Support Indigenous-led fire programs. Attend public prescribed burn demonstrations. Plant native, drought- and fire-adapted trees in appropriate locations. Advocate for fire-resilient land use and building codes. Resilience is not built in a season — it’s grown over time, rooted in both ancient wisdom and modern science.

Let’s work with nature — and ask ourselves: What will we bring back?

As an urban planner and geographer, I believe deeply in the power of places. Geography shapes opportunity, constraint, and risk — but it’s not destiny. It’s raw potential, waiting for vision, will, and coordination to bring it to life.

China’s geography is challenging. Its rivers are less navigable than those of the U.S.; it faces harsh terrain, vulnerable coasts, and regional imbalances between its industrialized east and rural west. Analysts like Peter Zeihan see these as fatal flaws.

Here, infrastructure isn’t just economic — it’s applied geographic strategy. While critics focus on debt, China is investing in blue-green-gray systems to tame natural constraints and build climate resilience.

Culture: The Force Beneath Strategy

We often analyze China through GDP, demographics, and shipping lanes. But what’s often missed is culture: a civilization shaped by 5,000 years of continuity, disruption, and renewal.

China’s strength isn’t just institutional — it’s civilizational. Confucian order, respect for elders, educational rigor, and resilience through chaos shape a mindset rooted in balance, not reinvention.

“Victorious warriors win first and then go to war,” wrote Sun Tzu.

Authoritarianism and censorship are real concerns. But beneath the state lies a cultural wellspring — one that may outlast any five-year plan.

Western analysts often reduce China’s actions to simple judgments — success or failure, rise or collapse. But China’s strategy is rarely linear. It’s experimental, reactive, and adaptive. What fails is discarded. What gains traction is scaled.

As Sun Tzu taught, “The supreme art of war is to subdue the enemy without fighting.” Instead of confrontation, China invests in railways, fiber-optic cables, and trade dependencies — tools that bind others into cooperation before conflict arises.

One example: the Mombasa–Nairobi Standard Gauge Railway (SGR), a flagship infrastructure project in Kenya. Financed and built largely by Chinese firms, the SGR connects the port of Mombasa with Nairobi and the country’s interior—dramatically improving freight and passenger flow. But it does more than move goods. It anchors economic integration, reinforces trade dependencies, and exemplifies China’s approach: use infrastructure to create durable, cooperative networks.

Like many of China’s global rail corridors, it reflects a deeper pattern: connecting landlocked or inland regions to deepwater ports, extending economic reach and reshaping trade geography. In doing so, China exports not just steel and rail—but a geographic strategy rooted in overcoming natural constraints through connection.

While infrastructure in the U.S. often gets caught in political gridlock, China has pursued a consistent long-term approach—even if it comes with its own risks. Its goal isn’t to become the next America. It’s to build a different model of influence and autonomy—anchored by ports in Africa, digital infrastructure in Southeast Asia, and growing ties across Latin America and Europe.

It’s a recalibration—a pivot toward stability on China’s own terms, rooted in geography, strategy, and worldview.

Hope vs. Fatalism: Who Builds the Future?

Negativity can cloud perspectives in any society, including the West, where growing polarization often reframes today’s challenges — like stalled infrastructure or climate gridlock — as signs of inevitable decline. It becomes harder to agree on solutions, let alone act on them. And too often, we find comfort in forecasts of collapse, especially when they target perceived rivals.

But I believe building is an act of hope — and nations that build still believe in the future.

China is still building — railways, cities, data networks, global alliances. Its model isn’t perfect. But it reveals a deeper truth — those who invest in the future, even when imperfect, still shape the path forward.

In many Western democracies, the greater risk isn’t a lack of capacity — but a loss of confidence. We critique, debate, and delay — but the ability to build remains. The challenge is reclaiming a shared sense of direction.

The Return of the Dragon

As a kid, I loved watching Bruce Lee movies. Enter the Dragon was more than a film — it was a statement: presence, discipline, and timing could overcome even the most powerful adversaries. Bruce Lee didn’t just fight — he embodied strategy, culture, and motion.

His most famous lesson — “Be like water, my friend” — echoes Sun Tzu’s wisdom. Water doesn’t fight the rock; it flows around it, wears it down, and reshapes it. China is applying that principle at scale:

Mountains? It builds tunnels (39,000 since 2000).
Deserts? It plants solar forests (larger than Lebanon).
Floods? It engineers sponge cities (absorbing 70% of stormwater in pilot zones).

This isn’t brute-force development — it’s infrastructure as fluid martial art, adapting to the terrain’s natural form. Just as Bruce Lee taught that the best fighters “absorb what is useful, discard what is not,” China’s Belt and Road Initiative flows along historic trade routes while abandoning unviable projects.

In July 2025, a wildfire sparked by a lightning strike began spreading across the Grand Canyon’s North Rim — one of the most iconic landscapes in the American West. The Dragon Bravo Fire burned approximately 85,682 acres (134 square miles) as of July 30, 2025 — nearly matching Las Vegas’ city limits (135 square miles), per the Esri US Wildfire Activity Web Map.

It wasn’t the largest wildfire on record, nor the deadliest. But it exposed a deeper challenge: our evolving fire policies are being overtaken by a climate growing more extreme. What began as a managed ecological fire spiraled into a costly and symbolic loss.

As droughts deepen and fire seasons intensify across the West, the question isn’t whether fire belongs in our ecosystems — it’s how we manage it, adapt to it, and learn from it.

A National Treasure at Risk

In Winter 2020, I visited the Grand Canyon’s South Rim with my family. As we drove north, the landscape shifted — from dry desert to grassy plains to forests of ponderosa pine. Just past the park gate, deer greeted us. I remember reading about the North Rim — higher in elevation, richer in trees, colder in winter. It seemed almost mythical in its beauty. Luckily for my family we arrived early enough in the park to see the Grand Canyon prior to a snow falling on the Grand Canyon. By the time we left you could not even the see the Grand Canyon.

Now, that landscape has changed.

The Dragon Bravo Fire ignited on July 4, 2025, sparked by lightning on the Kaibab Plateau. Drought not only dries out the land — it reshapes weather patterns. During extended dry spells, the atmosphere can become unstable, triggering thunderstorms that deliver lightning without rain, known as dry lightning. These storms are especially dangerous in parched ecosystems like the Kaibab Plateau. While they may seem like relief, they often become ignition sources. In this case, the same drought that weakened vegetation also increased the chance of lightning strikes sparking fire, showing how multiple climate stressors can converge. Initially managed under a “confine and contain” strategy — a widely used ecological fire policy to reduce fuel buildup — the fire was allowed to burn within planned boundaries.

But by July 11, drought-dried vegetation, strong winds, and low humidity overpowered the strategy. According to the US Drought Monitor, the Grand Canyon area was under a Moderate Drought conditions. Some damage to crops or pastures; streams, reservoirs, or wells low; some water shortages
developing or imminent; voluntary water use restrictions requested.

Despite a shift to full suppression, the fire breached containment lines and destroyed more than 100 structures — including the historic North Rim lodge. Among the losses was the historic Grand Canyon Lodge on the North Rim — a cherished landmark built in the 1920s that had welcomed generations of travelers. Its destruction is more than structural; it marks the erosion of shared memory, heritage, and the spaces that connect people to place.

How we approach fire management reminded me of how floodplain management has evolved. The original National Flood Insurance Program (NFIP) of 1968 focused on levees and elevation to make areas reasonably safe from flooding — a FEMA term that still guides land use decisions today. But as risk outpaced infrastructure, FEMA shifted toward non-structural approaches like open space and higher building standards through the Community Rating System (CRS). We began embracing resilience over resistance.

Wildfire policy is evolving. After decades of widespread suppression, many fire agencies are incorporating approaches like prescribed burns, strategic fuel management, and Indigenous fire stewardship. Resources such as the 2006 Tribal Wildfire Resource Guide highlight traditional Native practices of seasonal burning — once overlooked in mainstream policy, now increasingly acknowledged as valuable contributions to fire resilience.

While this piece doesn’t explore Tribal fire stewardship in depth, it may be worth learning more about Indigenous leadership in wildfire resilience. What’s increasingly evident is that long-term success depends on integrating scientific insight, cultural knowledge, and adaptive planning.

Fire’s Ripple Effect: Threatening the Colorado River’s Future

This fire isn’t just about fire. It’s about water.

The North Rim feeds the Colorado River watershed — the same river that sustains 40 million people across the Southwest. Ash from the fire could enter tributaries and affect downstream water quality. And as winter approaches, a scorched forest canopy may reduce snowpack retention and delay spring melt — compounding stress on Lake Mead.

As I wrote in Las Vegas and the Southwest’s Water Reckoning, Lake Mead is already near historic lows, straining both water supply and hydroelectric power for Nevada, Arizona, and California. The Grand Canyon and its forests play a quiet, critical role in that water system — regulating snowmelt, filtering runoff, and anchoring the region’s natural water infrastructure.

Wildfire and drought are no longer isolated events. They are converging.

The Resilience Blueprint: Lessons from Floods and Fires

Like flood policy, fire strategy has followed a familiar path:

• Phase 1: Suppress. Control. Hold back.

• Phase 2: Adapt. Rethink. Collaborate.

Just as FEMA’s Risk Rating 2.0 moved toward personalized flood risk, wildfire policy is shifting toward localized, climate-aware strategies. Suppression alone is no longer enough. We need solutions that reflect today’s fire behavior — and tomorrow’s uncertainty.

The Dragon Bravo Fire is a signal: when planning lags behind conditions, the cost is cultural, ecological, and human.

Where Do We Go From Here?

One question to consider: How is your city preparing for wildfire? Are fire-adapted codes, defensible space, and seasonal planning part of the strategy?

We can:

• Integrate fire into land use planning, as we do with floodplains — aiming to make communities reasonably safe from wildfires, just as FEMA aims to make them reasonably safe from flooding.

• See forests not just as scenery, but as part of our water infrastructure.

• Update emergency response based on current drought and wind conditions.

• Elevate Tribal knowledge and leadership — not as symbolic gestures, but as co-leaders.

• Promote reforestation with native, drought-adapted species. Ponderosa pines, for example, can survive on as little as 10 to 11 inches of annual rainfall — making them a natural fit for arid western landscapes.

If the Southwest is to thrive, it will need rooted, place-based resilience — drawing from both modern science and the longstanding practices of Native American communities who lived in balance with fire and drought. As George Santayana warned, those who cannot remember the past are condemned to repeat it.

Geography isn’t the enemy. Like Lee Kuan Yew showed in Singapore, it can become our greatest advantage — if we plan with discipline and vision

I was in high school when my geography teacher in Nice, France asked us to study the view from our classroom window: “Look outside — what does the landscape tell you?”

The answer was written in the curve of the coastline, where the Alps meet the Mediterranean Sea. Nice was founded by Greek settlers around 350 BC, who named it Nikaia — “victory” — in honor of their triumph. The harbor was essential to its existence, shaping the city from the very beginning. The mountains weren’t just scenery; they explained why Nice was built here, why the wealthy built villas on the sun-warmed hillsides, and why ancient roads followed the contours of the land. The Romans already understood what my professor was teaching us: geography isn’t destiny, but a tool — shaped by those bold enough to master it.

Years later, when I first read about Lee Kuan Yew’s transformation of Singapore, I recognized that same clarity of vision. Where others saw only a malaria-ridden swamp, he saw the deep water channels hidden beneath the surface, the strategic position astride the world’s busiest shipping lane, the chance to turn geographic destiny into national strategy.

To grasp the scale of Lee Kuan Yew’s achievement, consider other island nations that began from similar starting points. Malta, Jamaica, and Sri Lanka were all key nodes of the British Empire, each with strategic harbors and colonial foundations not unlike Singapore’s. Yet none converted geography into global leverage the way Singapore did. In 1960, Singapore’s GDP was just $705 million; today it is more than $547 billion. That rise came from aligning geography with strategy — and building a culture committed to long-term planning.

Singapore turned its greatest weakness — no freshwater — into a national advantage. Today, two-thirds of the island serves as rainwater catchment, feeding 17 reservoirs through 8,000 kilometers of drains and canals. Recycled water (NEWater) covers around 40% of demand, and desalination adds another third. Even city streets have been reimagined as water supply lines.
Florida’s geography offers abundant rainfall and water resources, yet balancing sustainable water management remains a growing challenge. In many areas, wetlands have been drained, aquifers heavily used, and stormwater systems designed for rapid runoff rather than capture. While some communities lead in reclaimed water use, others are still expanding these systems — especially in older neighborhoods where retrofitting can be complex and costly. The opportunity lies in shifting water from a liability to a resilience asset.

Lee Kuan Yew didn’t just build a port — he leveraged blue infrastructure to turn Singapore into the beating heart of global trade. PSA International runs terminals across five continents, and Jurong Island’s reclaimed land holds reserves to power the nation. Every shoreline was treated like sovereign capital.

From Flood Victim to Future-Proof

Singapore doesn’t gamble with its future. It plans on a century scale, elevating critical infrastructure, building for future sea-level rise, and creating underground drainage systems that double as water storage. Its strategy begins with a clear understanding of risk and a commitment to never be caught unprepared.

Florida faces the challenge of turning its geographic strengths into long-term resilience. Miami’s world-class trade access is tempered by rapid growth, rising seas, and accelerating climate pressures.
The larger truth is clear: geography creates opportunity, but only disciplined, long-term strategy turns that opportunity into lasting strength.
Singapore’s experience offers lessons for Florida as it confronts rapidly changing climate conditions. Real resilience will require more proactive use of the best available data, tools, and long-range planning.

The Culture Challenge

Culture shapes how we manage geography. Lee Kuan Yew helped Singapore see its land not as a burden but as an opportunity. Florida needs a similar shift.
Many coastal cities don’t fully understand their own geography — its risks, limits, and potential.
Changing this mindset is often the hardest step. When communities view floods, water, and sea-level rise as strategic challenges, they make better decisions about where to invest, build, and protect. Cities that treat ports, rivers, and coasts as long-term assets can shape a stronger future.
The biggest gap is rarely knowledge or resources. It’s the cultural will to make geography work for us, not against us.

A Call for Geographic Intentionality

Singapore proves that geography isn’t destiny — but a design challenge. Coastal leaders everywhere can take the same approach, using their harbors, rivers, and shipping channels not only for trade but for long-term resilience.

Sun Tzu wrote: “The victorious strategist only seeks battle after the victory has been won.” Lee Kuan Yew lived this truth — he didn’t just react to Singapore’s geography; he designed its victory in advance.

Geography wasn’t his limitation — it was his starting point. He shaped the land, managed the water, and built a culture around opportunity. The result was resilience by design. After three decades, he stepped down, choosing institutions over personal power — a reminder that true resilience depends as much on leadership and governance as on infrastructure.
For coastal cities, the lesson is simple: geography isn’t destiny; it’s the first move in a game we can choose to win.
