Order Without Design by Alain Bertaud, former Principal Urban Planner at the World Bank, is one of the most influential books I've read on the relationship between urban planning and economics. Bertaud argues that cities are not shaped primarily by comprehensive plans or master plans—they are shaped by markets. Good planning requires understanding how land prices, transportation, commuting patterns, and housing markets interact. His central message is simple but profound: planners and urban economists should work together because great cities emerge from the interaction of sound public policy and market forces.

If you’ve ever wondered why housing becomes unaffordable, why traffic congestion persists, or why well-intentioned planning policies sometimes produce unintended consequences, this book provides an economic framework for understanding cities. Perhaps Bertaud’s most important message is that good planning cannot be separated from economics. Master plans should account for real estate markets, land values, transportation costs, commuting times, and supply and demand—not just future land use maps.

While reading this section, I immediately made a connection to Marchetti Constant, the observation that people across different places and periods have tended to maintain a relatively stable daily travel-time budget of roughly one hour. That connection reinforced something important for me: where you live matters just as much as what you pay for your home because accessibility shapes opportunity.

3. Markets Shape Urban Form

Governments establish regulations and build infrastructure, but markets ultimately determine where density occurs and how land is used. Roads, bridges, and transit investments create value only when they improve access to places where people want to live, work, and do business.

4. Housing Affordability Depends on Supply

Bertaud argues that every binding regulation carries a cost. Restrictions on density, excessive development requirements, and policies that limit housing supply can unintentionally increase housing prices. Good planning requires balancing community goals with the realities of the housing market.

5. Measure What Matters

Planning departments should monitor indicators that reflect how cities actually function, including housing affordability, land values, commute times, and accessibility. Regulations should be evaluated through cost-benefit analysis rather than assuming they automatically improve communities. My Takeaways

This book challenged me to think more deeply about the relationship between planning and economics. One connection that surprised me most while reading Bertaud was the relationship between his discussion of commuting and the concept of Marchetti's Constant. If people naturally devote about an hour each day to travel, then accessibility—not simply housing price—should be a central consideration in planning. Will I have the time to know my neighbors—and will they have the time to know me?

It also reinforced the importance of testing planning ideas against market realities. Well-intentioned regulations can create unintended consequences when they ignore economics. At the same time, I don’t believe economics alone explains cities. Cities are also political, cultural, and ecological systems. Good planning requires balancing market forces with environmental stewardship, historic preservation, and the public realm.

Finally, I found myself drawing strong connections to Strong Towns. Bertaud focuses on markets and land values, while Strong Towns emphasizes fiscal resilience and value per acre. Together, they offer a more complete way of thinking about how cities grow, invest, and remain financially sustainable.

I highly recommend Order Without Design to anyone who wants to become a better planner—or simply better understand how cities actually work.

That’s also why planners place so much emphasis on creating a balanced mix of housing, employment, retail, and open space. Every land use generates revenue while also creating demand for public services. The long-term balance between the two can shape a community's fiscal health for decades.

If the 1978 publication date caught your attention, it should. Burchell and Listokin’s work is foundational to modern fiscal impact analysis; later methods have refined the analysis, but their framework continues to influence how planners evaluate the fiscal effects of development.

What stands out?

The first thing I notice is that employment-oriented land uses—such as research parks, office parks, and industrial development—typically have positive fiscal impacts. These land uses often generate positive tax revenue while requiring relatively fewer municipal services.

Next comes the break-even range. Retail, townhouses, and many higher-value single-family homes often fall close to neutral. Whether they ultimately become a fiscal asset or liability depends on the community. Property values, local tax policy, service levels, and state law all influence the outcome.

For example, communities that rely heavily on residential property taxes may experience very different results than communities with a strong commercial and industrial tax base. As tax policies change, so do the long-term fiscal impacts of development.

Finally, notice that some housing types appear in the negative category. That doesn’t mean these neighborhoods shouldn’t exist. Every community needs attainable housing, workforce housing, and places for people at different stages of life. Businesses also need employees, and employees need homes they can afford. Looking only at fiscal yield misses the bigger picture.

The lesson isn't that planners and elected officials should maximize office parks or minimize housing. The lesson is to think about how different land uses work together.

Stepping Back: Seeing the Bigger Picture

One thing that the Fiscal Impact chart doesn’t show is that land uses don’t exist in isolation.

Fiscal impact analysis is an important planning tool—but like any tool, it becomes too blunt when viewed in isolation. Looking at each land use independently risks missing how communities actually function.

Take retail as an example. A neighborhood store depends on nearby households. Community shopping centers require even larger populations. Likewise, businesses need employees, employees need homes, and residents rely on jobs, parks, schools, and public services. Every land use supports another in some way. I explored this relationship in greater detail in my earlier article, How Much Retail Can Your Community Actually Support?, which examines how population and household thresholds influence retail development.

So what is the lesson? Should planners and elected officials simply optimize every acre for the highest fiscal return? I don't think so. Charles Marohn of Strong Towns captures this idea well: “The community must operate at a profit; its wealth must exceed its liabilities, and its revenues must consistently exceed its expenses.”

Fiscal resilience matters because every land use decision compounds over time. But planning isn't simply about optimizing a spreadsheet.

The challenge is to build communities that are both financially resilient and complete places to live. That requires looking beyond the fiscal performance of any single land use and understanding how the entire system works together.

Lesson from the Forest

While hiking the Cathedral Rock Trail in the Spring Mountains outside Las Vegas, I stopped beside a young tree growing among much older ones.

Healthy forests aren’t built from one species or one generation. They endure because different trees play different roles within the same ecosystem, over decades.

Cities are no different—except for one important distinction.

A forest doesn’t have to pay for roads, water systems, parks, or firefighters. A business can lose money for a few years, restructure, or even close its doors. A city doesn’t have that option. It must continue maintaining infrastructure, providing public services, and investing in the future—generation after generation.

That is why land use decisions matter.

Viewed one parcel at a time, the impacts may seem small. Viewed across thousands of acres and decades of growth, those decisions compound.

Developers routinely ask whether a project pencils out before they build. I think local governments should ask the same question—not just for the next budget cycle, but for the next generation.

Kyle Canyon is part of the Spring Mountains National Recreation Area near Las Vegas, but the relationship between elevation and temperature applies throughout the region. Although much of the Las Vegas Valley is relatively flat, some parts of the metropolitan area sit at higher elevations than the Strip.

If you're considering a move to Las Vegas, a difference of just a few hundred feet in elevation can noticeably improve your comfort—not only during the summer, but throughout much of the year.

I will focus mainly on elevation. Using USGS topographic maps, I’ve identified a few neighborhoods that sit noticeably higher than the Strip. I’ll show you where they are—and what they actually feel like.

Henderson Foothills: Living Above the Valley Floor

To compare temperatures, I will use the Las Vegas Strip as the baseline. The Strip sits at an elevation of about 2,000 to 2,200 feet. Let’s assume the temperature on the Strip is 100°F.

The Henderson foothills, which wrap around Sloan Canyon National Conservation Area and the Black Mountain area, are our first area of interest. Neighborhoods such as Anthem, Anthem Highlands, and MacDonald Highlands generally range from 2,600 to 3,300 feet in elevation. Using the average lapse rate, temperatures here can be expected to range from about 96°F to 98°F. When summer temperatures regularly reach 100°F or more, every degree matters.

One thing I find interesting is that many of these higher-elevation neighborhoods are relatively new. I still remember visiting family in Henderson in the early 2020s. Many of the roads had already been built, but much of the surrounding land remained undeveloped. Today, many of those once-empty hillsides have become thriving communities.

Northwest Valley: Higher Ground Near Lone Mountain

The Northwest Valley is home to Lone Mountain and Skye Canyon areas, with elevations generally ranging from 2,700 to 3,500 feet. Based on the average lapse rate, temperatures here can be expected to range from about 95°F to 98°F. While the difference may seem small, a few degrees can make outdoor activities noticeably more comfortable during the summer.

I first drove through this area in 2020. At the time, there was very little development around Skye Canyon. During my most recent visit, I was surprised by how much the community had grown as development continued toward Mount Charleston.

As you travel toward Mount Charleston via Kyle Canyon Rd, the landscape begins to change. The open desert gradually gives way to shrubs, small trees, and eventually pine forests. The change in vegetation is a visible reminder that elevation influences far more than temperature—it shapes the entire landscape.

One of the fascinating things about hiking in the Spring Mountains is how much difference the direction of a slope can make. In the Northern Hemisphere, north-facing slopes receive less direct sunlight than south-facing slopes. They tend to stay cooler, retain more moisture, and support denser vegetation. That’s one reason you’ll often find Ponderosa pines and other trees on north-facing slopes while nearby south-facing slopes remain much drier.

Summerlin West: The Highest Major Community in Las Vegas

Summerlin is one of the largest master-planned communities in the Las Vegas Valley. It includes several villages, but Summerlin West stands out because of its higher elevations, generally ranging from 3,500 to over 4,000 feet. Assuming a temperature of 100°F on the Strip, temperatures here can be expected to range from about 93°F to 95°F.

During my visits to Las Vegas, Summerlin West consistently stood out to me. As you drive west toward Red Rock Canyon National Conservation Area, the neighborhoods gradually climb into the foothills. The higher elevation, combined with dramatic views of the surrounding mountains, gives this part of the valley a noticeably different feel.

Based on the geography, Summerlin West is my top choice for those looking to minimize the summer heat. While no neighborhood in the Las Vegas Valley escapes the desert climate, Summerlin West offers the greatest elevation advantage of any major residential community. If hiking is part of your lifestyle, however, Skye Canyon deserves a close look. Sitting at the doorstep of Mount Charleston, it offers quick access to cooler temperatures, mountain trails, and forests of ponderosa pine.

Conclusion

I was not surprised that the Spring Mountains were cooler. Whenever I travel or hike, elevation is one of the first things I look at to estimate temperatures and trail conditions. That made me wonder: why not apply the same geographic principle to identify the coolest neighborhoods in the Las Vegas Valley?

After comparing the topographic maps, one pattern became clear: the highest neighborhoods are also the coolest. Henderson’s foothills, the Northwest Valley, and especially Summerlin West all benefit from this natural advantage. If I were choosing a home based on climate alone, Summerlin West would be my first choice.

Before leaving Las Vegas, I made one last stop at Lee Canyon on the north side of the Spring Mountains. At an elevation of about 8,600 feet, the temperature display in the parking area read 77°F—about 23 degrees cooler than our 100°F baseline for the Strip. There was still snow on the ground, and towering ponderosa pines surrounded the trailhead. Just over an hour earlier, I had been standing in the Mojave Desert.

There is something refreshing about stepping into the crisp mountain air after leaving the desert behind. Sometimes the best way to enjoy Las Vegas isn't staying inside with the air conditioner running—it's simply living a little higher.

“Drive until you qualify” is said frequently in real estate. But what if the math misses the hidden costs?

A larger house on the edge of a metro area can look like a great deal compared to a smaller home closer to the center. After all, what is a few extra minutes in the car?

But those extra minutes add up. The location of your home affects your commute, access to jobs, nearby amenities, and even the opportunities available to you in the future. Some locations connect you to opportunities in all directions, while others quietly constrain you.

I analyzed the latest American Community Survey data (2020–2024) for ten cities across the Orlando metropolitan area. I looked at median home value, price-to-income ratio (PIR), and average commute time.

To understand these trade-offs clearly, we need to look beyond raw home prices.

Urban Core Housing & Commutes: Orlando & Winter Park

While the cost of housing matters a great deal, the price-to-income ratio provides a rough but meaningful way to gauge how a given city is doing. As Demographia puts it: “Often housing affordability is evaluated simply by comparing house prices. However, without consideration of incomes, housing affordability cannot be assessed. Housing affordability is house prices in relation to incomes.”

Demographia, the gold standard for international housing affordability research, puts it bluntly: “Middle-income homeownership was once widespread, with house prices aligned with incomes. Since the 1990s, however, prices have surged—especially in markets governed by urban containment strategies.” Their five-category rating system—from affordable to severely unaffordable—helps put these numbers into perspective.

I organized ten cities using the transect, a planning concept promoted by the Congress for the New Urbanism that views metropolitan areas from core to edge. The core offers the largest circle of opportunities. Jobs, restaurants, healthcare, entertainment, and services are all within reach. That access is one reason why the core commands such a premium.

Winter Park illustrates this particularly well. Unlike much of Florida’s suburban landscape, people actually walk there. Its historic downtown, on-street parking, diverse architecture, and SunRail station create a place that feels built for people rather than cars. As someone who grew up in France, Winter Park immediately felt familiar. People stroll along Park Avenue and linger outside cafés. It feels like a real place rather than another strip mall.

Orlando is the economic engine of Central Florida. While much of the city is sprawling and automobile-oriented, its urban core provides access to one of the region’s largest concentrations of jobs, entertainment, and services.

The biggest surprise was not the price — it was the commute. Despite some of the highest home values in the region, Winter Park posted the shortest average commute in this analysis at 22 minutes, well inside Alain Bertaud’s finding that the median commute across cities has remained stable at roughly 30 minutes each way.

Winter Park’s 6.9 and Orlando’s 5.4 both fall into severely unaffordable territory. It is also supply and demand. Winter Park’s residents have resisted new density for decades. As Edward Glaeser wrote, “when cities restrict new construction, they become more expensive” — and Winter Park proves it.

What do you gain in the core? Time and access. What do you pay? A premium few households can comfortably afford.

The Urban Center: Oviedo, Winter Garden, Apopka & Altamonte Springs

If the core maximizes access, the center may offer the best balance.

These communities form the first ring around the urban core. They retain access to many of the jobs, services, and amenities that make Orlando attractive while often offering a more manageable housing cost. For many households, the center may represent the practical middle ground between opportunity and affordability.

Oviedo stands out. A PIR of 3.9 is the strongest income-to-price ratio on this entire list. Combined with a 26.5-minute commute, it looks like the financial sweet spot of the metro — not paying the core premium, but not bleeding hours in traffic either.

Winter Garden tells a different story. Once a quiet community west of Orlando, it successfully reinvented itself around its historic downtown and trail network. Today it has become one of the most sought-after places in Central Florida. While its housing costs reflect that popularity, Winter Garden demonstrates that opportunity does not always have to flow toward Orlando. Communities can create their own destinations, culture, and identity.

Apopka at 4.1 PIR sits just inside seriously unaffordable, but the trade-off is a 31.3-minute commute. If you can absorb those extra five minutes each way, Apopka offers real breathing room in your budget. Altamonte Springs has the lowest median home value of the four, and its 25.7-minute commute keeps the door open to career opportunities in multiple directions.

The center asks a fair question: Do you need the core’s prestige, or just a short drive and a manageable payment?

Commuter Edge Housing: Clermont, St. Cloud, Kissimmee & Sanford

The edge is where the promise of “drive until you qualify” lives. But do you really get more house for less money? Sometimes. But almost always more miles — and those miles have direction.

The bigger difference is not price. It is direction.

On the edge, your job search radius is not a circle — it is a line pointing toward the core. St. Cloud residents drive north. Clermont residents drive east.

Yet Clermont's chain of lakes helps explain why many residents willingly make that trade. Boating, fishing, and life on the water are part of the area's identity, offering a lifestyle that is difficult to find closer to the center of the metro. The same geography that creates these amenities also places many regional job opportunities farther away.

Sanford is the exception. Its historic downtown on Lake Monroe, local employment base, and connections north of Orlando mean it functions differently from the southern edge communities.

Kissimmee is the hardest combination on this list: a 5.7 PIR with a 33.7-minute drive and the lowest median income in the study. The promise of “drive until you qualify” is most strained here.

What do you gain on the edge? Space, nature, and a quieter pace. What do you give up? The ability to change jobs without changing your life.

A 30-minute commute is normal. A 40-minute commute is where life starts to fray.

Conclusion: Finding the Right Balance of Housing Cost & Commute in Central Florida

I am not ranking these cities. A “best” list would be dishonest because your life is not a ranking. There are only trade-offs.

Jane Jacobs wrote: “Lively, diverse, intense cities contain the seeds of their own regeneration.” But regeneration requires time. And time is what the edge sells to the core.

The data reinforced a simple but important lesson: opportunity has a geography. Where you live influences far more than your mortgage payment. It shapes the jobs within reach, the amenities around you, the people you meet, and the amount of time you spend getting from one place to another.

When buying a home, perhaps the better question is not “Can I afford it?” but “What opportunities am I buying — and what opportunities am I leaving behind?”

Next time you scroll a listing, look past the price tag. Look at the price-to-income ratio. Look at the commute.

Ask yourself: Will I have the time to know my neighbors — and will they have the time to know me?

“War is politics by other means,” wrote Carl von Clausewitz. But strategy itself is shaped by deeper forces. Napoleon Bonaparte defined strategy as the art of using time and space. Sun Tzu went further: the greatest victory is won without fighting.

These three ideas — politics, time, and space — frame the conflict now unfolding.

The United States is one of the few countries that can start a war far from home as a maritime nation. But geography changes the math. This is not a war of quick victory — it is a test of who can endure longer under geographic and economic pressure. In this piece, I will explore the conflict through that lens.

Geography & Landscape

Iran is a fairly large country with 1,648,195 square kilometers which is about 2.5 times the size of Texas. In European terms, it is larger than France, Italy, and Germany combined. At the heart of the country lies the Iranian Plateau — a high, arid expanse averaging 900 to 1,500 meters above sea level. This is not coastal lowland or fertile plain. It is a raised platform that shapes everything: how water moves, how armies march, how empires endure.

When you look at the topographic map above, several geographic factors stand out.

Do not imagine endless sand dunes but rather-- picture valleys of high desert, rugged mountains, and scattered oases. Mountains catch the snow. Valleys hold the water. Without that water, you die. I think of the Great Basin in the American Southwest — the harsh landscape around Las Vegas, surrounded by mountains that the locals know like the back of their hand.

Iran has two major mountain ranges. The Zagros runs from the Strait of Hormuz all the way northwest to the Turkish border — a 1,600-kilometer wall that separates Iran from Iraq. The Alborz runs east to west across the north, guarding the capital, Tehran. Of the two, the Zagros is the most significant in any conflict with the US. It hugs the Strait. It blocks the most likely invasion routes. It is the first obstacle — and may be the last.

Mountainous terrain tends to favor defense and reward societies that develop resilience, local knowledge, and self-reliance over time. From the Swiss Alps to the Caucasus and Iran's Zagros, geography has consistently rewarded endurance and asymmetric tactics — patterns long observed by geopolitical thinkers. These are not passive landscapes; they shape how people fight, adapt, and endure.

But Iran is not just terrain. It is one of the world’s great civilizations — heir to Persepolis, homeland of Cyrus the Great and Darius the Great. That matters because a civilization does not break like a regime. It endures. It waits. It has seen empires come and go. The Iranians are not irrational. They simply operate from a different history, a different set of memories. Unlike many modern countries in the Middle East — Iraq, Jordan, Syria — whose borders were carved by Western powers after World War I, Iran is not artificial. It is not a colonial drawing. Iran was a superpower of the ancient world, and it has never forgotten that. That memory is a weapon.

Geography does not decide the war—but it impacts the cost of fighting it.

The Mountain Fortress

Iran is the fortress nation in my eyes. The US is a maritime superpower that can project force nearly anywhere — but power projection is not the same as victory. The US operates far from home with stretched logistics. Iran holds the heights.

History offers a warning. In 330 BC, Alexander the Great — one of the finest military minds before Napoleon — was ambushed in the Zagros at the Persian Gates. His army took heavy casualties. The pass held him for a month. He only succeeded because a local shepherd showed him a secret path around the Persian defenses.

More recently, Saddam Hussein learned the same lesson. In the Iran-Iraq War of the 1980s, Iraqi forces paid a heavy price in troops and time just to break through the outer defenses of the Zagros. They never reached Tehran.

Sun Tzu understood mountain warfare: “To cross mountains, follow the valley, search out tenable grounds, and occupy the heights. If the enemy holds the heights, do not climb to engage.” And again: “Being unconquerable lies with yourself; being conquerable lies with the enemy.”

Iran fortifies. It waits for the enemy’s political season to shift. Think of the United States as an eagle — dominant in the air, capable of striking with speed and precision, but operating far from home. Iran is like a mountain viper — embedded in its terrain. It does not need to match the eagle’s reach; it only needs to endure and exploit the limits of distance.

Any invasion of Iran is not just a military operation—it is a logistical risk.

The Strait of Hormuz

The Strait of Hormuz, located between Oman and Iran, connects the Persian Gulf with the Gulf of Oman and the Arabian Sea. The Strait is deep enough and wide enough to handle the world’s largest crude oil tankers, and its narrowest width measures just 39 kilometers. In other words, the Strait is a chokepoint — because its location is critical, it can choke logistics and trade.

Strategically, the Iranians surround the narrow points on three sides.

Economically, the numbers are stark. In 2024, 20 million barrels of oil per day passed through the Strait — about 20 percent of global petroleum consumption. In the first quarter of 2025, close to 27 percent of all maritime oil trade transited through the Strait. Eighty-four percent of that oil goes to Asia: China, India, Japan, and South Korea.

But the real weapon is not the oil itself. It is the human calculation.

Sailors are people. They have families. They have limits. If a tanker is mined or struck by a drone, the next crew may refuse to sail. Shipping companies will reroute. Insurance premiums will spike. The journey becomes too expensive, too slow, too deadly — not because every ship is sunk, but because enough crews are afraid.

Iran does not need to stop all shipping. It only needs to make the risk real. It has the tools to do that: mining the Strait, deploying cheap kamikaze drones, harassing commercial vessels.

The war with Iran is, at its core, economic warfare. “No country has ever profited from protracted warfare.”

The Strait of Hormuz is the crossbow, already drawn — ready to release.

The Endgame: Cost, Attrition, Alliances

As I reflect on recent US-led wars: Afghanistan was a guerrilla war, Iraq a conventional war. Iran is siege warfare behind a mountain wall — and the pain spreads to every gas station on Earth. Iran will always hold the heights. The Strait of Hormuz will always be narrow. The US can win every battle and still lose the war of attrition. Only time will tell who emerges victorious — if anyone does.

So here are the key things to watch in this war:

How much economic pain will American voters tolerate before they demand an end?

How much suffering can the Iranian regime absorb before the streets of Tehran answer back? And how much economic pain will US allies like Germany, South Korea, and Japan endure before they demand action?

No one knows. But the answers will matter more than any single battle. This war will not be decided by who strikes harder—but by who endures longer under the constraints of geography, time, and economic pressure.

I analyzed the latest American Community Survey data (2020-2024) for ten Florida cities. I looked at three things: median home value, price-to-income ratio (PIR), and average commute time.

Why? Because a long commute isn’t just a financial cost—it’s time you will never get back. And a high price-to-income ratio doesn’t just stress your budget; it stresses the people around you. By the end, you’ll have a new way to see any city, not just in Florida.

How I Compared Cities

I chose the American Community Survey (ACS) over private real-estate sources because it provides standardized, publicly vetted estimates for all three variables in one consistent dataset. This allows for “apples-to-apples” comparisons that market snapshots simply cannot match.

To find the best overall trade-off, I normalized these metrics onto the same scale and averaged them into a single Affordability Index. Here is what each metric shows on its own.

Housing Cost

Here is what everyone looks at first. The sticker price.

On the surface, Gainesville has the best median home value while Miami has the most expensive one. But affordability here doesn't imply a lack of character or amenities. Gainesville is home to unique ecosystems like the Devil’s Millhopper Geological State Park—a miniature rainforest inside a 120-foot deep sinkhole that stays cool even in the peak of a Florida summer.

Pensacola and Daytona Beach also have the most comfortable climate in Florida (I analyzed that separately using NOAA data). However, the price of a home alone can be misleading. As an urban planner, I see this as a high-level gauge; a true “deep dive” into monthly carry costs must also account for property taxes, HOA fees, insurance, and Community Development District (CDD) fees, which vary significantly across Florida.

While we all consider factors such as housing cost, school, crime, amenities, natural charms, it is housing that we usually put first. However, housing cost is generally one of the main factors when purchasing home. Another real estate cliché is drive until you qualify which means that our dream home may actually be farther.

But price alone tells an incomplete story. A cheap house in a town with low wages is not a bargain. Which brings us to the price-to-income ratio.

Price to Income

While the cost of housing matters a great deal, the price-to-income ratio provides a rough but meaningful way to gauge how a given city is doing. As Demographia puts it: “Often housing affordability is evaluated simply by comparing house prices. However, without consideration of incomes, housing affordability cannot be assessed. Housing affordability is house prices in relation to incomes.” Demographia, the gold standard for international housing affordability research, puts it bluntly: “Middle-income homeownership was once widespread, with house prices aligned with incomes. Since the 1990s, however, prices have surged—especially in markets governed by urban containment strategies. Here is their five-category rating system. It will help you put Florida’s numbers into perspective.

Jacksonville and Pensacola are both seriously unaffordable at 4.2 while the rest of the Cities falling into severely unaffordable with Miami at 8.3, clearly with the worst ratio of them all. When we look beyond the numbers, here is what I see as an urban planner: communities stretched thin. Edward Glaeser wrote that “when cities restrict new construction, they become more expensive.” He warned that Paris—once home to starving artists—is now affordable only to the wealthy. Florida isn’t Paris. But the math is moving in the same direction. When every dollar goes to the mortgage, we lose the ability to enjoy our families, our communities, our lives. In other words, let’s see this price to income ratio as a stress test of a community. The more stress we have the more we must make sacrifices. Now, if the local job market does not pay what we need to support ourselves and family then this is when we have to look for other jobs and perhaps drive farther until we can find this job. However, it will once again come at a price. I expected Miami to be the most expensive. What surprised me was the low Median Household Income — making the situation significantly worse than I expected

Applying Demographia categories — from affordable to severely unaffordable — gives a fast read on any area within a metro. Now that we understand the financial stress each city places on its residents, let’s look at the other hidden cost: time.

Average Commute Time

Now let’s look at the average commute time which deserves more attention than it receives.

Vero Beach wins with an average commute time of 18.4 whereas Miami loses again with 27.3. But here is the insight: A 30-minute commute is normal. A 40-minute commute is where life starts to fray. The smaller metros in Florida offer you something money cannot buy: time.

I want to take a moment here and step back and share some key insights. Cesare Marchetti found that across cultures and centuries, humans consistently spend about one hour per day traveling. Not more. Not less.

Alain Bertaud, former principal urban planner at the World Bank, confirms this with modern data: “Urban commuting surveys indicate that the median travel time across cities and countries is, and for long time has been, remarkably stable, with approximate mean of 30 minutes each way.”

The time doesn’t change. What changes is distance. A person walking 30 minutes from home covers about 2.5 kilometers. A person driving 30 minutes covers 10 times that. All in all, the smaller cities have faster average commute time which is to be expected.

What Marchetti’s constant reveals is the cliché of “drive until you qualify” deserves to be considered more fully. We all know that there is a cost to driving further which can considerably impact housing affordability and especially when gas prices go up. However, the real insights are that the longer commute times has a hidden social cost on us, family, and community.

Conclusion

When you combine Housing Cost, Price to Income Ratio, and Average Commute time, the picture changes. Gainesville emerges as the most affordable. Miami is expensive with a longer drive than the other cities but within a range that is sustainable and in line with Marchetti’s constant discussed earlier. The sweet spot is where income meets home price and the drive is short.

New neighborhoods are often built well ahead of the existing town, surrounded by farmland or open land. Planners call this leapfrog development. Most residents simply experience it as living somewhere new that still lacks everyday services.

In those early years, it may seem like there are enough households but the market that supports stores may not be.

Retail is a system, not an amenity. Its success depends on mostly invisible forces: how many households live nearby, how much they spend, how far they are willing to drive, and what competing stores already exist. Retail is also fiercely competitive. Population thresholds describe the level of demand needed for retail to thrive, but in practice multiple businesses often compete for the same households. Instead of one grocery store serving an entire area, several stores may divide the market, each capturing a portion of local spending.

Understanding this system helps explain why some communities quickly develop vibrant commercial districts while others wait years for basic amenities.

Retail Has Measurable Population Thresholds

Industry standards developed by the International Council of Shopping Centers (ICSC) classify retail centers by size and trade area. Urban retail planner Robert J. Gibbs builds on this framework by linking those categories to the number of households typically required to support each type of retail center.

The table above shows how retail formats scale from small neighborhood shops to large regional destinations. When I first encountered these thresholds while reading Robert J. Gibbs, I began noticing them everywhere. Grocery stores often appear every few miles, convenience stores cluster at major intersections, and regional shopping centers sit farther apart drawing from much larger areas. The numbers are not precise formulas, but they reveal a consistent pattern: retail tends to follow population and geography.

Corner store (1,500–3,000 sq. ft.)
This is the smallest retail format and often one of the most useful. These stores typically sell essentials such as beverages, snacks, and prepared food, which make up the bulk of their sales. Stores of this size usually need approximately 800 to 1,000 nearby households to support regular sales.

Convenience center (10,000–30,000 sq. ft.)
These are small retail clusters serving everyday needs. You might see a Dollar General, small pharmacy, or coffee shop. A Trader Joe's can fall within this size range — though it behaves more like a specialty grocer, drawing from farther away. These centers typically require around 2,000 nearby households within one to one and half mile, depending on income and traffic.

Neighborhood center (30,000–100,000 sq. ft.)
Neighborhood centers are typically anchored by a grocery store that serves as the core of a traditional community shopping area. Think of a Publix, Kroger, or Albertsons accompanied by a handful of smaller shops such as a dry cleaner, nail salon, or sandwich shop. These centers often require 6,000–8,000 households within one to two miles.

Retail planning literature varies somewhat on the exact size. Robert J. Gibbs notes that many grocery-anchored centers fall around 50,000–70,000 square feet, while industry classifications from the International Council of Shopping Centers and the Urban Land Institute place neighborhood centers more broadly within 30,000–100,000 square feet, depending on anchor size and market conditions.

Community center (150,000–450,000 sq. ft.)
At this scale you begin to see large-format retail. A Walmart Supercenter or Super Target alone can exceed 150,000 square feet. Community centers may also include home improvement stores, office supplies, sporting goods retailers, and multiple restaurants. Supporting this level of retail typically requires 50,000 or more people within a four- to six-mile trade area.

Regional center or power center (500,000+ sq. ft.)
These are major shopping destinations anchored by large retailers such as Macy’s, Dillards, Costco, Home Depot, or Target. Historically these centers required 150,000 or more people within a ten- to twelve-mile radius.

Human impact: When there are too few homes nearby, stores struggle to survive. Vacant storefronts follow, forcing residents to drive farther for everyday needs.

Takeaway: Zoning commercial land does not automatically create customers. Retail appears when households, spending power, and access come together in the same place.

Retail Demand Is More Than Just Population

National retail inventories illustrate this competitive landscape. According to the ICSC, the United States contains roughly 23–24 square feet of shopping center retail space per resident, meaning that a community’s retail space is typically shared among many competing stores rather than dominated by a single business.

Population thresholds are only a starting point. Retailers look far deeper than a simple population count when deciding where to locate.

Some retailers, like Trader Joe's, aren't just counting people — they're looking for a very specific kind of customer. Others, like Starbucks, compete aggressively for the same market, sometimes saturating an area to block competitors. In reality, retail is a competitive battlefield.

Consider the fierce battle for coffee dominance. In my area, I saw it firsthand when Starbucks chose to saturate a market, placing stores in close proximity to each other to capture maximum market share and, some argue, to make it impossible for local competitors to survive. This shows that the market is not a passive system; it is a dynamic and sometimes ruthless battle for growth and supremacy.

This may seem excessive, but it reflects how carefully retailers approach site selection. As retail planner Robert J. Gibbs explains:

“The retail industry relies upon proven methods and techniques to minimize the risk and earn market rate of return of their investment.”

Retailers analyze traffic patterns, nearby households, income levels, and competing businesses before choosing where to open. What may look like oversaturation is often the result of deliberate analysis of demand within a specific trade area.

Why Trade Area Matters More Than City Limits

Next time you drive home, pay attention to where the retailers sit. The grocery store, the coffee shop, the convenience store — they’re rarely on the side you’d pass leaving the neighborhood. They place themselves where traffic flows toward home.

Real estate agents love saying the three most important things are “location, location, location.” For retailers, it’s not a cliché — it’s survival. And location, for them, means something specific: being on the right side of the street, on the right leg of your commute, inside the right trade area.

Retail ignores jurisdictional boundaries entirely. It responds to drive-time access, household income, traffic patterns, and the location of competing stores — not the lines on a planning map.

A “town center” on a land-use map expresses a community vision. Whether it becomes a functioning retail center depends entirely on the surrounding market. If households within a short drive lack the income or density to support it, the market will not materialize.

This is where many communities struggle. Over designating commercial land — a common planning habit — can lead to empty pads or underperforming corridors when the surrounding market hasn’t yet matured.

Geographic context: Trade areas are regional and organic. They follow roads, cross rivers, and ignore city and county lines.

Human impact: When too much land is zoned for retail, the result isn’t a town center — it’s scattered pads and fragmented corridors that never quite become a place.

Takeaway: Retail must be understood regionally, not politically. The geography of people — where they live, how they move, which direction they drive home — matters more than the boundaries on a map.

Why Retail Data Can Lag Fast-Growing Communities

This is where theory meets practice. Even the best market studies can struggle to keep up with reality.

While working for the City of Winter Garden — frequently analyzing demographic and market data for the economic development team — I saw this firsthand. Developers conducted their due diligence, using standard market research to project growth and spending. But that data was looking in the rearview mirror. It failed to fully capture not just the explosive speed of the city’s growth, but also the rapid change in incomes and demographics. The market was evolving faster than the data could track, creating opportunities — and risks — that the initial studies missed.

The lesson is simple: data is a guide, not a prophecy. Good planning requires combining market data with local knowledge — understanding not only where a place has been, but where it is going.

Putting the Retail Thresholds Into Perspective

Retail geography teaches an important lesson about resilience. Communities cannot simply require retail and expect markets to support it. When we ignore the thresholds, the competition, and the limits of our data, we risk creating the very problems we are trying to solve: vacant storefronts, underperforming corridors, and frustrated residents.

Conversely, when communities align density, income, and realistic expectations with the natural scale of retail, they create resilient commercial ecosystems — places that can grow, serve residents, and endure over time.

This is not about resisting growth or surrendering to developers. It is about aligning expectations with geographic reality. We do not force markets to appear. We understand how they work, and then we plan accordingly.

The real question becomes:

If a community truly wants a grocery store or a vibrant town center, are its residents and leaders willing to support the density and economic conditions that make it viable? Are we prepared to build the geography that can sustain the place we envision?

That is where foresight begins.

In some states it is called a General Plan or a Master Plan. The name changes. The purpose does not.

The semi-truck is steady. It carries the heavy weight — the long-term vision and core direction. It requires more space and time to turn because it is hauling the cargo that sustains the entire journey. It defines the main route and provides the stability everything else depends on.

The motorcycle scouts ahead. The semi-truck carries the long haul.

The Strategic Plan (The Motorcycle)

The American Planning Association (APA) defines strategic planning in PAS Report 607 as:

“Strategic planning is any short-term process designed to take advantage of strategic opportunities that results in a plan for concrete actions or programs.”

That definition matters.

A strategic plan is primarily an internal and operational guide. It focuses on how an organization will move forward right now. It sets short- to mid-term priorities — often three to five years. It identifies specific actions, assigns responsibility, and defines how to measure progress.

It asks: What are our top priorities for the next few years, and how will we achieve them?

Its nature is flexible. A strategic plan is meant to adjust as conditions change. If the road is blocked, the motorcycle finds a new path. It is action-oriented and typically not legally binding.

The Comprehensive Plan (The Semi-Truck)

The American Planning Association defines the comprehensive plan in Planning and Urban Design Standards, 1st Edition (often called the “Blue Book”) as:

“The comprehensive plan is the adopted official statement of a local government’s legislative body for future development and conservation. It sets forth goals; analyzes existing conditions and trends; describes and illustrates a vision for the physical, social, and economic characteristics of the community in the years ahead; and outlines policies and guidelines intended to implement that vision.”

That definition is formal — and that is intentional.

In plain language, the comprehensive plan is the community’s long-term blueprint. It is adopted by the governing body. It looks ten to twenty years ahead. It analyzes data, sets goals, and establishes policies that guide growth, infrastructure, housing, transportation, conservation, and economic development.

It asks: Where are we going, and what principles will guide us there?

Its nature is foundational. It carries legal and policy weight. Major decisions — zoning, capital improvements, development approvals — must align with it. It is not meant to pivot every year. It provides steady direction.

If the strategic plan organizes how we move, the comprehensive plan defines where we are headed.

I think about local taxes as a three-legged stool.

One leg is state and federal mandates — the costs cities are required to cover just to operate. Another leg is the local economic base — how much taxable activity exists to spread those costs across residents and businesses. The third leg is community choices — the services, standards, and long-term policies set through local planning and regulation.

Your tax bill isn’t random. It’s the price of those three forces working together, shaping the services you receive, the quality of life you expect, and the kind of community you want to live in.

The “Have-To-Dos”: State & Federal Mandates

Every city begins with a set of non-negotiable obligations set by state and federal law. Courts, public safety, health standards, and certain education requirements aren’t optional. They’re the price of being a municipality.

Even in states with strong home rule authority, local governments operate within boundaries defined by higher levels of government. In states that follow Dillon’s Rule, those boundaries are even tighter.

The key point is this: these mandates come first. They set the floor. Before a city makes a single local choice, a significant share of its revenue is already committed.

That’s why I don’t start by blaming city council when people look at a tax bill. Much of what residents pay for isn’t the result of local preference or political ideology. It’s part of the landscape — like climate or underlying geology. Real local control begins only after these obligations are met.

The “Raw Power” of Your Place: The Local Economic Base

This is where geography quietly shapes your tax bill.

Some places start with enormous advantages. A landlocked town with poor soils and no navigable river starts with a very different hand than a coastal port. Those differences don’t just shape how places grow — they shape the fiscal reality cities live with every day.

New York City is a clear example of what I think of as super geography. Sitting at the mouth of the Hudson River — one of the most navigable rivers in North America — and paired with one of the world’s best natural harbors, New York began with a powerful edge. Goods, people, and capital could move more easily there than almost anywhere else. Over time, that advantage translated into economic dominance, global influence, and extraordinary fiscal capacity.

That kind of raw power matters — and it isn’t evenly distributed. Geography is not egalitarian. Some places are simply blessed with more advantages than others. Planning as if that difference doesn’t matter is a recipe for financial stress.

Economists have reached a similar conclusion from another angle. In Triumph of the City, Edward Glaeser shows that cities grow stronger when they concentrate people, jobs, and ideas — creating what he describes as creative collision. Places with a healthy mix of homes, offices, shops, and industry can spread the cost of public services across a broad base. Bedroom communities with little commercial activity cannot. This is why copying the policies of a powerful city can backfire. New York can afford big promises because its geography and economy support them. Most cities cannot.

Geography sets the starting point — not the destiny. What ultimately matters is how a place aligns its geography with its human capital.

The “Choose-To-Dos”: Your Community’s Vision & Promises

This is where local control truly exists.

Every city adopts a Comprehensive Plan — its official blueprint for the future. I unpack what these plans are and why they matter in more detail in What Is a Comprehensive Plan — and Why It Matters). Embedded in that plan are Level of Service standards: measurable promises about roads, parks, fire response times, and public facilities. What’s often missed is that these promises are supposed to be paid for through the Capital Improvements Plan, which lays out how — and whether — the community will fund those commitments over time.

In other words, a plan isn’t just about what a city wants. It’s about whether those wants fit its geography, its economic base, and its capacity to pay.

Alain Bertaud, in Order Without Design, makes this point more bluntly: planning is ultimately about resource allocation, whether planners acknowledge it or not. Land-use rules and Comprehensive Plan policies shape land prices, commuting distances, transportation costs, and where jobs and housing can realistically locate.

Those choices become real through design. A twelve-foot travel lane costs more to build and more to maintain than a narrower one. Sprawling street networks require more pavement, more pipes, and more long-term upkeep than compact ones. Many of these decisions are treated as technical standards, but they are also long-term financial commitments that compound year after year. As urban economist Edward Glaeser has observed, land use controls have more widespread impact on the lives of ordinary Americans than almost any other regulation.

Cities often look to impact fees to help close the gap. These fees are meant to ensure that new development pays its fair share for the infrastructure it requires. It’s also important to recognize that states raise revenue in different ways. Some rely more on income taxes, others on sales taxes, and others — like Florida — lean more heavily on property taxes. One way or another, public services still have to be paid for. The difference is where the bill shows up.

The truth is simple but uncomfortable: higher service levels cost more. When a community promises more than its economic base can sustain, the bill eventually comes due — through higher taxes, declining services, or both.

The goal isn’t cynicism. It’s honesty. Resilient communities align their vision with their wallet.

If you want to understand your own tax bill, start with your city’s Comprehensive Plan and look for “Level of Service.” Those policies spell out what your community has already promised. Then ask the harder question: do those promises fit the city’s economic strength, or are they setting up future tax shocks and deferred maintenance?

The best plan isn’t the most ambitious one. It’s the one that can be paid for — year after year. As Charles Marohn often argues, financially resilient cities grow incrementally, through small, adaptable investments that deliver real economic return. When that balance breaks down, people respond. As Edward Glaeser has shown, they vote with their feet — moving to places where taxes, services, and opportunity make more sense. That movement is the most unforgiving tax policy of all.
